All the tutorial videos and hype make carb cleaning seem harder than it really is, and ninja 250 carbs are as simple as they come. Go slow, refer to your manual's diagram, and take pictures if you want to be extra careful. I cleaned '05 ninja 250 carbs last november and it took less than two hours, start to finish.
Ninja 250 is a four stroke engine with a redline of 14,000 RPM. new battery and some carb cleaner will solve the problems as long as bike has not been sitting too

142 posts · Joined 2011. #3 · Feb 9, 2013. I think the choke is not providing enough fuel. When the choke is engaged at 1/3, the bike will idle (cold) right around 1-1200 rpms. Turning it off or turning it on all the way kills the bike. Definitely not too rich.
The Ninja 250 uses a gravity fuel feed by locating the fuel tank higher than the carburetor. The fuel through a vacuum operated valve (The petcock). The valve has two hoses connected to it. One is connected to the carburetor and is for the gas coming out and one goes to the intake manifold which provides a vacuum.

Ensure the Fuel Valve is Set to “On”. For motorcycles with fuel valves (read: non-fuel injected models), having the setting in the wrong place can keep your bike from starting up.
